There are  some intriguing aspects of the 'ICT as enabler or driver' issue. 

 

These relate to the experience and perception of a device, strategy, process... as an enabler or as a driver

In simplistic terms we can experience and/or perceive ICT as an enabler or as a driver depending on how well it fits with whose agenda.

 

An enabler assists us in achieving what WE WANT to achieve whereas a driver tends to make us achieve what OTHERS WANT us achieve.

 

Added to this are the two dimensions involved in the use of ICT in an operational sense, viz,

  • ICT in terms of WHAT is achieved (OUTPUTS, OUTCOMES), and/or,
  • ICT in terms of HOW something is achieved (STRATEGIES, PROCESSES...)

 

This leads to a large range of possibilities that may change (over time) according to the

  • What agenda?
  • Whose agenda?
  • What outputs, outcomes?
  • What strategies & processes?

all of which are impacted by contextual factors like individual competence & commitment (a la Blanchard) and knowledge, skills, systems & culture and so on.

 

Hugely interesting and challenging, especially for a novice researcher.
