These relate to the experience and perception of a device, strategy, process... as an enabler or as a driver In simplistic terms we can experience and/or perceive ICT as an enabler or as a driver depending on how well it fits with whose agenda. An enabler assists us in achieving what WE WANT to achieve whereas a driver tends to make us achieve what OTHERS WANT us achieve.
